Progress Self-assessment Tool

This tool is for Primary Care Trusts who are engaged with the Department of Health's Personal Health Budgets Pilot programme.

It is to self-assess your progress towards putting in place the changes necessary to give people personal health budgets, including direct payments for health, and will be used to:

  • Allow you as a 'provisional pilot' PCTs to provide information so that you can self-assess your progress, and provide feedback to you and to the Department of Health about when is the most appropriate time for you to submit further documentation for review in order to apply to become a confirmed pilot.
  • Allow you to demonstrate that you have done the planning and development work to prepare you to apply for the power to pilot direct payments for health.
  • Act as a helpful self-assessment tool to enable you to judge your progress on an on-going basis, against other sites' projects.
  • As the pilot progresses, enable you to provide information to the Department of Health and to your colleagues to show your progress on an on-going basis, areas of positive emerging practice, and issues and barriers.
